Putin offers free land for citizens & foreigners in Russia’s Far East

President Vladimir Putin has ordered free land handouts in Russia’s Far East to be provided with minimal infrastructure. On Monday [May 2, 2016] Putin signed a law offering land plots of 1 hectare (2.4 acres) to Russians and naturalized citizens for free.

“We should work with regional authorities, so that land plots are allocated in areas with at least minimal infrastructure,” Putin said on Wednesday while meeting with Russia's Far East Development Minister Alexander Galushka.

According to the minister, the infrastructure could be provided to a group of 20 land owners. He said that since the ministry has announced the idea of land development, people have started applying.

They suggest cooperation of about 200-300 people, said Galushka, adding that then the provision of infrastructure becomes possible, even if it’s not a highly-developed one.

The Minister also said that the Cabinet is preparing a bill on lowering electricity prices in the Far East to the average cost in Russia.

The idea of a so-called ‘Russian Homestead Act’ was first proposed in early 2015 by the presidential envoy to the Far East Federal District Yury Trutnev, who suggested offering large plots of land for free to anyone willing to resettle to the Russian Far East to start a farm or business. The program is one of the initiatives aimed at boosting the economy in the region.

Anyone is entitled to apply for up to a hectare of land in the Kamchatka, Primorye, Khabarovsk, Amur, Magadan and Sakhalin regions, the republic of Sakha, or the Jewish and Chukotka autonomous districts.


The land can be used for any lawful purpose but can only be rented, sold, or given away after an initial five-year period.

Foreigners are also allowed to use the land, and the registration of full property rights is only possible after the naturalization of potential owners.

The Russian president has approved the idea to offer large land plots for free to anyone who resettles to the Russian Far East to start a farm or other business.

The initiative was first voiced by the deputy PM and presidential envoy to the Far East Federal District, Yuri Trutnev, who said that such a step would “strengthen the tendency of people’s migration to the Far East,” Interfax reported.

Trutnev told reporters that Putin called the idea right in principle and noted that similar programs had been successfully implemented in Siberia historically. Putin urged all responsible officials to be precise and cautious when detailing the conditions for land ownership, however.

Trutnev’s initial suggestion was to “create a mechanism for the free allocation of a 1 hectare (2.5 acres) plot of land to every resident of the Far East and to anyone who is willing to come and live in the region so that they could start a private business in farming, forestry, game hunting or some other enterprise.”

He added that the agreement could be signed for five years, and then it should either enter full force if the new landlord follows the plan, or be declared void if the land is not used. He also added that corruption in the process of distribution can be prevented if the land plots are far from big cities with their well-developed infrastructure and competitive environment.

The scheme has been designed to limit the possible selling of the land plots to foreign companies and individuals, Trutnev said. “We will give it a try,” he said. “I think this measure will prove to be effective.”

The Far East Federal District is a huge territory, uniting nine federal regions with a total area of over 6 million square kilometers. Included in the Far East are the gold-rich Magadan Region and the diamond-mining Sakha-Yakutiya republic, as well as important seaports and salmon-rich rivers. The district borders China by land and Japan and Alaska by sea.

There are 66 cities in the Far Eastern Federal District, and 12 cities have population over 75,000.

4 of these cities (Komsomolsk-on-Amur (4th) in Khabarovsk Krai, Ussuriysk (8th), Nakhodka (9th), Artyom (10th) in Primorsky Krai are not administrative centers of a federal subject. Anadyr, center of Chukotka Autonomous Okrug, is one of the smaller center of federal subject. It has only 13,045 inhabitants. Only Magas, Ingushetia, smaller than Anadyr.

Also, Artyom (10th) is a large suburban city of Vladivostok metropolitan area.

President Putin facilitates the "Space of Love" concept in Russia

In January 2015 Russia parliament created a bill that embraced the principle thing that Anastasia suggests for all nations to do:

- For the governments of the world to GIFT to all families of that nation what she termed "a Space of Love" or a "Kin's Domain". This is an area of land that a couple, a group of retirees, or a "family" (a very wide definition here) would establish for themselves and their children and grandchildren, into perpetuity. This would involve putting up your permanent buildings and out-houses such as sheds, woodwork shop, chicken coops, fish farming processing plant, home dairy (cheese, yoghut, etc production), milking shed, piggery, etc... (whatever YOU and your family want!) and planting your permanent fruiting trees and berries, and your timber trees for future generations, and obviously, establishing your vegetable garden. In English-language terms, a "Kin's Domain" would be the family's or the group's "homestead".

Anastasia specified that the area of land GIVEN to each couple or family should be 2.5 acres (approx) or One Hectare (just as Russian Deputy PM Yuri Tretnev proposed pre-2015) - so people can plant their own crops, raise small animals, have space for their children to run around and learn about nature, keep bees, enjoy each other's company and welcome people outside of the family.

Anastatia envisaged (in "The Ringing Cedars of Russia" books published in Russian in 1996), that these "Kins Domains" or "Spaces of Love" would eventually return the whole world back to the "Garden Paradise" that it was originally: PEOPLE living on the land would work on creating a beautiful and useful garden on their "Kins Domain" and thereby, all efforts would return the whole world back to its original pristine condition... A "garden of paradise".

The region covers 6.2 million square kilometres from Siberia in the west to the Pacific Ocean in the east and from the Arctic Ocean in the north to China in the South. The government, according to Trutnev, owns 614 million hectares of land in the region.

1 hectare of land: Co-creating a "Garden Paradise" on earth

Anastasia's dream for all families to be gifted 1 hectare (2.4 acres) of land freely by their government is happening right now, starting with Russia. The purpose of this is so the entire earth can return to its pristine origins and become a "garden paradise".

Interestingly, there is 7.5 billion aces of arable, fertile, farmland on the earth - the same number of people that are currently on the planet. It doesn't take a mathemetician to realise that there is enough fertile soil for every man, woman, boy and girl to be gifted 1 acre each right now. Therefore: a family of 5 could potentially receive 5 acres - which is two hectares if they wanted it. This gives space for the children to occupy that same land with their spouses when they become adults, if they should wish to do so.

Dear friends ~ We are writing to you from the settlement "Vedrussiya", located in the Southern part of Russia in the foothills of Caucasian mountains. It is two hours to the Black Sea by car, and eighteen hours by foot...  Our settlement was the first one in Russia to be settled by readers of "Ringing Cedars of Russia" series, by Vladimir Megre. We were really inspired by Anastasia's ideas. The people who started it had many difficulties to overcome, but now we have a beautiful mountain view and a huge space of love, made by us, our children and our families, with the help of nature and the universe.




Family Homestead settlements in Russia have become an interesting topic for many people in Europe who are searching for meaningful, healthy and community-oriented lifestyles. In this report Stefan Wolf recounts his extraordinary impressions staying with the Russian families he came to know and appreciate, who received him with open arms and showed him everything.




Settlement in Focus -- Skazochny Krai, Russia

☀🏡 In the south of our Mother Russia, there is settlement of family homesteads called Skazochny Krai. It means the "Land of Dreams". The settlement is really in a fabulous location. 140 hectares of mountain and river between the foothills of the Caucasus and Shebsh river. It's only 3 hours' drive on a good road from the Black Sea. Nearby are the centuries-old dolmens.

Wildlife is at its best, framed in a picturesque landscape. Here run deer and hares, pheasants are permanent guests, and also wild boars - though rare. There are blooming apple orchards, oaks and elms, hazelnuts and abundant harvests of mushrooms. Wild forest goes from Skazochny Krai all the way to Mount Elbrus.

The residents of the settlement call themselves "Skazochnikami" and "Skazochnitsami". It means fablers, dreamers and storytellers. These are strong families with children - young couples. All versatile people with unique talents and skills. Together they are united by a common idea, to create and equip family homesteads to live in good-neighbourliness, love and harmony. The settlement is vegetarian, all are friendly towards nature and lead a healthy, conscious lifestyle. It is not fanatical, rather friendly and open to all the good new or forgotten old.

A living habitat that provides all the needs of its inhabitants, at least about 1 hectare (2.5 acres). People create Family Homesteads for the enjoyment of their children, each other, and the planet Earth. It is done with feelings of love.

On a Family Homestead, people gather together their whole family, including both past ancestors and future descendants. The place becomes a comforting, pleasant environment which is perfectly attuned to the inhabitants' own biological rhythms. The result is a living natural artwork, testament to the purity and keenness of its creators.

Family Homesteads are usually established with a burst of inspiration and love on the part of a mother and father to be. The couple describes in great detail their carefully considered homestead design on the day of their marriage. They indicate the precise location of all the new plantings and structures. Neighbours, friends and family bring seedlings, seeds and pre-arranged materials, which are planted in the correct places amid much joyful celebration.

Children are conceived, grown and born on the in the Family Homestead within the place of their parents' love. For newborn children, the homestead is safe and nurturing, imbued with pure thoughts and heavenly intentions. Over a lifetime, it is a permanent, stable home that supplies all material and emotional needs, allowing free thought, excellent health, and the development of superior intelligence.

Each Family Homestead has the following elements, variable according to its creators' design.

Hedge/living fence:
- colourful, diverse and friendly selection of useful and pretty plants that marks the area of the family's home land.

Water source:
- pond, spring, well, dam, tank, creek, river or lake.

Family tree:
- traditionally and oak or a pine, the focus of family history, including both past ancestors and future descendants.

Ancestral grove:
- a collection of tall trees which denote the living memory of all past ancestors of the family.

Meadow:
- grasses, grains, fibres, herbs, flowers, vegetables, berries, fruit and nut trees. Insects, butterflies, birds, creatures.

Woods:
- tall trees for timber, firewood as required, mushrooms, berries, herbs, flowers, vegetables, fruit trees. Insects, ants, fungi, birds, creatures.

Dwelling:
- house, cabin, cottage, home made using locally sourced materials.

Compost: 
- discreet place or places where waste can enliven the fertility of the soil.

Bath house:
- made of earth, cob and hot stones with a central fire, a place of family meditation and healing of all illness.

Pool: 
- reflective mirrored pool encircled by oil-burning torches, used as a telepathic launch pad for biological teleportation.

Other structures:
- living summer structure of woven trees, glasshouse, guesthouse, hedged animal nursery.


Family birthdays and celebrations take place on the Family Homestead. The fleshly family members remember the living memories of their ancestors, discussing the reasons and motivations for their chosen plantings and designs.

Settlements of Family Homesteads have no more than about 150 families. They are separated from the next settlement by woods and meadows. All large forests and major water sources (rivers, lakes, coasts) are common and public.

Each settlement has a school, open-air amphitheatre, guesthouse, central green and village hall where public assemblies are held. Meetings are cylindrical in form and have no centre of power.

In settlements of Family Homesteads, each person is the supreme being on their home land. There is no externally imposed taxation, regulation or legislation as long as the land is being properly used and developed. Aberrations from balanced behaviour may prompt subtle, tactful and simple intervention, in keeping with the overall vision of a perfect habitat for Earthly civilisation.

Residents of Family Homesteads can communicate with each other telepathically with the help of their living environment. This ongoing conference is known as the Family Party - Родная партия and its purpose is to perfect our living habitat.

Governments at all levels are requested to introduce the Homestead Act to ensure their enduring prosperity in the coming era. This measure provides secure, permanent access to a chosen home land for any person who wishes to establish a Family Homestead and perfect their country.

Family Homesteads improve living conditions for all people, reduce consumption of scarce resources, contribute a useful surplus, increase economic activity, improve public health, social cohesion, innovation, eduction, ecology, scientific research, facilitate the perfect pairing of intended partners, and increase the energy of love between parents, children, families, neighbours, and the entire fellowship of brothers and sisters in the human race.

When the planet Earth is complete—a flourishing primordial garden made up of stable, functioning settlements of Family Homesteads, each radiating with the energy of love—then we will have the required knowledge and collective power to explore and settle another planet by biological teleportation techniques.

English people consider moving to Russia's Far East

Imagine getting land for free, with no strings attached other than to live on it or start a business.

Russia could be doing just that, if President Putin has his way. In an effort to help settle sparsely populated Siberia, a bill making its way through the Russian legislature would offer 2.5 acres of land to anyone, nationals or foreigners, willing to build a home on it or start a business in tourism or agriculture in the Far East.

While foreigners would only be allowed to use the land, they could become owners by naturalizing as Russian citizens. Although the proposal isn’t law yet, it looks like if it does pass they won’t lack for takers.

According to a poll by the Express newspaper, a majority of British citizens would love to take President Putin up on his proposal and emigrate to Russia. In fact, 78 percent of 22,000 respondents answered “Yes! Bargain” in response to the question “Would you move to Russia in exchange for free land?”
“As soon as I read about it, my wife and I discussed it,” Simon Sharp said. 
“There’s a certain amount of romanticism. The idea of going back to nature in such a remote area. It would be down to us to test our mettle. 
“There’s also definitely disillusionment with the UK, with British life. We’re all subservient, we won’t know what’s going on.” 
Sharp also cited Britain’s “change in demographics” and growing urbanization as reasons for moving to Russia’s Far East Federal District. 
Other respondents praised Putin for the offer and expressed their admiration for the Russian leader. 
“I like Vladimir Putin even more now. Ah, to be 30 years younger. I would be on my way there now,” one said. 
Some Express readers are concerned about the future of Britain if it doesn’t vote to leave the EU in its referendum next month. 
“It would be a lot better than living under Cameron’s and Corbyn’s EU law [sic],” one reader said.

'Up to 30 million could move to Far East to receive enticing land gift': but will they?




The bill gives an opportunity to every Russian citizen to obtain one hectare of land in the Far East for free use for the first five years and then acquire ownership of their land allotments at no cost if the plot has been used for activities not banned by Russian laws Picture: Natalia Korneva

The land handout is a radical scheme from the Russian government to reverse a potentially catastrophic population decline on the Pacific rim in the extreme east of the country.

People will be able to register and receive plots on the web. The offer includes land that can be farmed, and forested territory, with the potential to sell timber, or simply set up home and a smallholding.

Those wanting to becoming landowners in the Far East should use their plot for five years after which it can become theirs for free. Later, they could sell it.

About 30 million Russians - especially the young - are ready to go east and take up the offer, according to the VTSIOM public opinion research centre as a public discussion on the plan kicked off. Such a shift would be on a scale of historical proportions, transforming the region.

Russia is giving free farm-land away to any citizen willing to work it

The Russian government has made an interesting decision to 
give away free land to anyone willing to farm it.


In Russia’s Far-East Federal District, that ranges all the way to the Pacific Ocean, areas of land, 2.5 acres in size, will be given to any Russian citizen that wants to work it.

“It will allow Russians, especially the youth, to discover in the Far East a real chance for self-realization,” said Aleksandr Galushka, the minister for Far East development.

The plan states that if the citizen working the land can show that they are building it up, specifically agriculturally, it’s all theirs after five years.

Remarkable woman of the Siberian forest

Anastasia is considered to be a surviving member of an ancient Vedic culture, whose powers and knowledge far exceed anything known today. She is the inspiration for the Ringing Cedars Series. According to Megré's account, she was born in 1969, in the Western Siberian taiga (boreal forests) not far from the city of Surgut on the river Ob.

Her parents died tragically in a forest accident when she was just a baby. She lives in the wilderness - for the most part without warm clothes, food cultivation or man-made shelter - and survives on fruit, nuts, berries and mushrooms, brought to her by "wild" animals with which she lives in peaceful harmony.

She consistently displays the most developed psychic and mental powers including remote viewing and healing, mind reading and seemingly perfect memory.

When challenged to solve some of society's most complex social, health and environmental problems, after only a few minutes lying on her back on the ground, with eyes closed and just her fingertips twitching, she has provided answers in such incredible detail, that witnesses have been left flabbergasted.

She says these powers are natural to Mankind and in these books she describes exactly how they may be regained by any one of us.

In his books Vladimir Megre raises eternal questions about human society:
If mankind is a race of rational beings, why does it polute the water it drinks and the air it breathes? Why are endless conversations about spirituality and common human values carried out against the background of ceaseless wars in which each side defends its own concept of humanity and culture, with guns in hand?
Anastasia is surrounded by nature in all of its diversity and involuability. She eats healthy food and drinks clean water. Why then do other people, sometimes working in inhumane conditions have to put up with food     enriched with only preservatives and colouring agents and waters of dubious quality? What must each of us do in order to turn the planet into a flourishing garden and to bring our family's lives into harmony with nature and the laws of morality?

In his search for answers to the difficult questions, Vladimir Megre has become firmly convinced that the first important step on the way to a life of harmony for every family can simply be the improvement of one hectare of land. Transformed into a true oasis, this hectare should become a genuine family estate. These arguments form the basis of Anastasia's philosophical parables.

"A person is born on the earth, but where is his own little piece of that earth? Where is that person's little homeland?" asks Anastasia. "Where is the little heavenly oasis where a family can live for generations?"

"People, reclaim your homeland," she urges.


From many lofty platforms come appeals to protect nature, to be solicitous towards its riches, and to be responsible in the consumption of finite resources, but these appeals are no more than words, and do not essentially change anything in individual people or in society as a whole. Vladimir Megre's books though, are turning words into action. His plea to people to improve their living environment, set out in an unusual artistic form, has proved more powerful than the edicts of many authorities.

In countries where Vladimir Megre's books are published, people inspired by his ideas are forming associations to organise settlements consisting of family estates. They are people of various religions, nationalities, and social groups. The creation of these settlements heralds the beginning of the evolution of a way of life for human society.
