Far East 1 Hectare held by relatives into perpetuity

It appears that politicians in the Russian parliament have listened carefully to the words of Anastasia the Siberian recluse. The highest officers of the world's largest country have now (on May 1, 2016) put into law clauses exactly as Anastasia said to do in the Ringing Cedars of Russia books by author Vladimir Megre.  The politicians are not mentioning the "Ringing Cedars" at all in any of their interviews with the media, so there is every appearance the legislation they are writing is "business as usual". However, there are just too many "coincidences", such as this written in a press release, dated May 1, 2016:
"In case of death of a citizen, with whom a contract exists for gratuitous [free] use of land, its rights and obligations under this agreement are transferred to the successor."
This is Anastasia's idea perfectly... For there to be gifted by the government of the country, 1 hectare of land upon which a family can create a "family estate" or "kins domain", as she calls it in the Woodsworth English translation of the books.

She says, "this land is to be held in perpetuity from one generation to the next" and for it to be a place where our loved ones are buried, where the placenta of babies are planted under a new sapling tree, where the animals generation upon generation become accustomed to generations of the same human family, and all learn to live peaceably together with respect and love for each other.

Here we find the Russian legislators putting down in law, a full accommodation of those things that Anastasia states "should be" in the Ringing Cedars books. It's remarkable. One cannot be anything else other than "amazed".  I am amazed.  It is all unfolding exactly according to the plan that Anastasia shared with Vladimir Megre, and which he wrote down.

Who now, still doubts Anastasia's existence? What is happening is indeed mystical. It is achieved through the "science of imagery" as Anastasia calls it... through bright thought. It is indeed wonderful times in which we live, to see all of this happening in front of our faces. Quite remarkable!

Thank you Russia. Thank you Vladimir Megre. Thank you Anastasia. Our "bright future" unfolds before our very eyes. Shocking and amazing. It is nearly incomprehensible. But here we have proofs from the Kremlin of how strongly Anastasia's visioning went out into the universe - here is the fruit. Amazing and wonderful. There can now be no doubt.


Follow Anastasia's dream with all of your heart. Her dream of a garden paradise all over the world is imminent, appearing to us before the end of this generation of children. Remarkable to behold.


We make it be so. It doesn't come to us as if by "magic". Anastasia's plan requires for people to come together and collaborate - Co-creation! We plan, we strategise, we take action to implement our plan. This is how we get our free land... just as Russian readers have now achieved for all citizens of Russia who have ancestral connection to the land. Note: Immigration to Russia is damn near impossible! So when the legislation says - Russian citizens - it actually implies and means: People who have ancestral connection to the land. This needs to be clearly specified in the free land legislation of all countries. Ie: New immigrants to a country are not eligible to apply for free land where there is no proof of ancestry. To obtain free land, a person can only apply in countries where they have ancestral connection. This is how it needs to work.

Ringing cedars readers will facilitate the writing of the free land legislation in every country around the world if we follow the Russian model - with a certainty!

The first phase of programs to distribute "FAR LANDS" among Russians

On June 1, 2016, the free distribution of land began in the Far East of Russia. Recall that in the framework of this program, the Russians can get free use for five years, the land area of ​​less than 1 hectare in the territory of one of the regions of the Far East (ch. 1, Art. 19 of the Federal Law dated May 1, 2016 № 119-FZ "on the specifics of the citizens of the land plots owned by the state or municipal property and located on the territory of the Russian Federation, members of the Far Eastern federal District, and amendments to certain legislative acts of the Russian Federation"; hereinafter - the Law № 119-FZ). [The way I see it is this:  If people work well on the land and in harmony with it, and produce good surpluses of not only food - organic fruit and vegetables, cheese, nuts, berries, herbs, eggs... and also of folk art, cedar oil, cedar pendants and pine nuts, hand crafts such as pottery, glassware, sculpting, painting, photography, frame-making, candle-making, wrought iron work, electronics, wood-turning, carving, weaving, knitting, dress-making and so on, according to one's gifts and knowledge...  then these products can be sold at local farmers' markets where tourists will flock - just as Anastasia said would happen. Tourist will want to see the developments and products of the "Far hectare" properties in Russia. The US Pacific seaboard is very close to the Russian Far East region. Many people from the US and Asia would want to come and take their holidays in the region, once there are enough nice markets, restaurants, dance troupes and adventure tourism ventures up and running. Bulk amounts of good quality surplus produced of non-perishable kind could be shipped abroad from the new port at Vladivostok. This was always part of the government's plan and why they wanted to open up land in the Far East first - because of the accessibility from Vladivostock to dozens of ports throughout the Pacific basin. The items created by the people on "family estates" would be well-received in overseas markets that are currently overwhelmed with mass-produced, cheap plastic items that have little aesthetic appeal. Therefore, if the people of the "Far hectare" land gift programme work intelligently and creatively, and continually improve the economic outcomes for the Far East region through using the methods that Anastasia shows us, I feel it is more likely that there will be no land tax asked for, in return for the habitation of that land. The tourist dollar being returned to the Far East region by way of taxes, would be payment enough for the use of the land. This is my opinion anyway. If a family can show they are contributing well to the local economy directly and through exporting non-perishable goods they have created, this would make a very good case for continued use of their land free of charge - Would it not? 
One of the considerations of the free "Far hectare" legislation is that the region is genuinely suffering and struggling - economically, in infrastructure that needs to be put in or up-graded, and because of the large numbers of people who have already left the area. The whole of the Far East needs to be built up again, by all accounts. As told at the press conference, Minister for Development of the Far East of the Russian Federation Alexander Galushka yesterday, the potential development of the Far Eastern lands is huge.

A citizen is entitled to receive once the gratuitous [free] use of an area of ​​up to 1 hectare for 5 years in a simplified procedure for the conduct of any activity not prohibited by law. If twenty or more citizens provided areas that are adjacent and (or) compactly arranged and located within the boundaries of the village or at a distance of not more than 20 km away, the bodies of state power and local self-government shall facilitate the arrangement of the territory where there are such areas, by construction of communal, transport and social infrastructure.

Made consequential amendments to the law on state registration of rights, RF LC, LC Russian Federation and some other acts.

Applications for land taken from the June 1, 2016. At the same time up to February 1, 2017 they can apply only to citizens living in the region, which is the requested site.

Federal Law shall enter into force on the day of its official publication.

1 июня на Дальнем Востоке России началось бесплатное распределение земельных участков. Напомним, в рамках этой программы россияне могут получить в безвозмездное пользование на пять лет земельный участок площадью не более 1 гектара, находящийся на территории одного из регионов Дальнего Востока (ч. 1 ст. 19 Федерального закона от 1 мая 2016 г. № 119-ФЗ "Об особенностях предоставления гражданам земельных участков, находящихся в государственной или муниципальной собственности и расположенных на территориях субъектов Российской Федерации, входящих в состав Дальневосточного федерального округа, и о внесении изменений в отдельные законодательные акты Российской Федерации"; далее – Закон № 119-ФЗ). В дальнейшем, по истечении 5-летнего срока, по решению уполномоченного органа участок может быть передан гражданину в собственность (за плату или бесплатно) или в аренду.

На первоначальном этапе реализации программы – до 1 октября 2016 года, распределяться будут земли, расположенные в девяти муниципальных образованиях:

  2. Амурский район (Хабаровский край)
  3. Октябрьский район (Еврейская автономная область)
  4. Архаринский район (Амурская область)
  5. Нерюнгринский район (Республика Саха (Якутия)

Как рассказал на состоявшейся вчера пресс-конференции Министр по развитию Дальнего Востока РФ Александр Галушка, потенциал освоения дальневосточных земель огромен. "Только в девяти пилотных муниципальных образованиях на настоящий момент свободно около 8,5 млн гектаров земли. Мы ничего не теряем, предоставляя возможность людям просто, комфортно, безбарьерно попробовать себя на одном гектаре земли", – отметил министр. В то же время, по словам руководителя министерства, бесплатно предоставляться будет только та земля, которая на протяжении десятилетий не была востребована и не вовлечена в оборот.

В качестве основного преимущества программы глава министерства выделил простоту оформления прав на предоставляемые участки. "Особенность в том, что доступ к земле простой – все необходимые для получения участка земли действия, можно выполнить не выходя из дома с использованием Федеральной информационной системы "На Дальний Восток" (надальнийвосток.рф). Кроме того, оформить заявку на участок можно в ближайшем МФЦ", – подчеркнул Александр Галушка. Распределение участков будет происходить на основе публичной кадастровой карты в реальном времени. При этом, при подготовке и направлении в Росреестр документов, необходимых для оформления прав на "дальневосточный гектар", подготовка межевого плана не потребуются (п. 5 ст. 6 Закона № 119-ФЗ).

В то же время, далеко не каждый земельный участок, расположенный на территории ДФО, можно будет получить в пользование. Так, органы местного самоуправления вправе исключить из участия в проекте те земли, которые, в частности, находятся в границах населенных пунктов. А также те из них, которые, расположены в пределах 10 км от населенных пунктов с численностью населения более 50 тыс. человек или расположены пределах 20 км от населенных пунктов с населением более 200 тыс. человек (ч. 3 ст. 2 Закона № 119-ФЗ).

Инфраструктурные вопросы на вновь созданных участках министр предложил решать на основе кооперации и не считает отсутствие коммуникаций нерешаемой проблемой. "В экономике дореволюционной России была большая доля кооперации, и сейчас потенциал кооперации очень востребован – решение инфраструктурной проблемы в таком формате проще и доступнее и разумнее. Кроме того в законе заложена норма [ч. 24 ст. 8 Закона № 119-ФЗ. – Ред.] о том, что субъект федерации будет оказывать содействие в формировании инфраструктуры", – отметил глава Минвостокразвития России.

Александр Галушка затронул также тему поддержки переселенцев. Министр обратил внимание на то, что проект не находится в вакууме и его реализация подразумевает взаимодействие с другими программами развития Дальнего Востока. "Эти меры уже есть, они распределены по разным программам, по разным сферам ответственности. Меню существующих мер государственной поддержи представлено на сайте надальнийвосток.рф. Так, в рамках программы трудовой "Добровольное переселение соотечественников", переселенцы при переезде могут получить подъемные. В рамках программы поддержки сельского хозяйства можно получить компенсацию страховых взносов. В рамках программы Минстроя России и Агентства по ипотечному и жилищному кредитованию можно получить субсидию по выплате ипотечной ставки и т. д. Кроме того существуют региональные программы и меры поддержки", – подытожил министр.

Федеральный закон от 1 мая 2016 г. N 119-ФЗ "Об особенностях предоставления гражданам земельных участков, находящихся в государственной или муниципальной собственности и расположенных на территориях субъектов Российской Федерации, входящих в состав Дальневосточного федерального округа, и о внесении изменений в отдельные законодательные акты Российской Федерации"

Президент РФ подписал Закон о Дальневосточном гектаре.

Урегулированы вопросы предоставления россиянам земельных участков в Дальневосточном федеральном округе.


Гражданин вправе однократно получить в безвозмездное пользование участок площадью до 1 га на 5 лет в упрощенном порядке для ведения любой не запрещенной законом деятельности. При этом принадлежность участка к той или иной категории земель значения не имеет (кроме некоторых ограничений, предусмотренных для лесного фонда). По истечении указанного срока и при соблюдении определенных условий землю можно оформить в собственность (за плату или без нее) либо в аренду.

Подать заявку можно в т. ч. через Интернет.

Прописана процедура заключения договора о предоставлении участка. Закреплены основания для отказа в этом. Например, если испрашиваемый участок зарезервирован (изъят) для государственных или муниципальных нужд либо в отношении него принято решение о проведении аукциона. Еще один повод - участок находится в границах территории опережающего социально-экономического развития, особой экономической зоны или зоны территориального развития.

В случае смерти гражданина, с которым заключен договор безвозмездного пользования земельным участком, его права и обязанности по указанному договору переходят к наследнику.

Если двадцати или более гражданам предоставлены участки, которые являются смежными и (или) компактно расположенными и находятся в границах населенного пункта или на расстоянии не более 20 км от него, органы госвласти и местного самоуправления оказывают содействие обустройству территории, на которой расположены такие участки, путем строительства объектов коммунальной, транспортной, социальной инфраструктур.

Внесены сопутствующие поправки в Закон о госрегистрации прав, ЗК РФ, ЛК РФ и некоторые другие акты.

Заявления о предоставлении земельных участков принимаются с 1 июня 2016 г. При этом до 1 февраля 2017 г. их могут подать только граждане, проживающие в регионе, в котором располагается испрашиваемый участок.

Федеральный закон вступает в силу со дня его официального опубликования.
